BIS CRS Update 2026: Transition to IS/IEC 62368-1:2023 Explained
The Bureau of Indian Standards (BIS) has issued important implementation guidelines for the migration from IS 13252 (Part 1):2010 and IS 616:2017 to the new standard IS/IEC 62368-1:2023 under the Compulsory Registration Scheme (CRS). This migration follows the notification issued by the Ministry of Electronics and Information Technology (MeitY) on 29 October 2025 and is a significant step toward harmonizing Indian safety standards with international requirements for audio/video, information technology, and communication technology equipment.
What is IS/IEC 62368-1:2023?
IS/IEC 62368-1:2023 is a safety standard that combines the requirements previously covered under IS 13252 (Part 1):2010 and IS 616:2017. It applies to a wide range of electronic and ICT products, including laptops, tablets, mobile phones, televisions, printers, CCTV cameras, power banks, smart watches, Bluetooth speakers, digital cameras, and many other electronic devices. The new standard adopts a hazard-based safety engineering approach, focusing on preventing injuries and property damage caused by electrical, thermal, mechanical, chemical, and radiation hazards.
Products Covered Under the Migration
The migration impacts more than 35 product categories currently registered under BIS CRS. Some major product categories include:
- Laptops, notebooks, and tablets
- Mobile phones
- LED, LCD, and Plasma televisions
- CCTV cameras and recorders
- Printers and multifunction devices
- Power banks
- Smart watches
- Wireless headphones and earphones
- Bluetooth speakers
- External hard disk drives
- Digital cameras and webcams
- Set-top boxes
- Smart speakers
- Automatic data processing machines
These products currently comply with either IS 13252 (Part 1):2010 or IS 616:2017 and will eventually need to comply with IS/IEC 62368-1:2023.
Concurrent Running Period
BIS has provided a transition period to facilitate smooth implementation. The existing standards IS 13252 (Part 1):2010 and IS 616:2017 will continue to run concurrently with IS/IEC 62368-1:2023 until 01 November 2028. During this period, manufacturers can continue operating under the old standards while preparing for compliance with the new requirements. After this date, the old standards will be withdrawn for the affected product categories.
Requirements for Existing Licensees
Existing BIS CRS license holders must ensure migration to IS/IEC 62368-1:2023 before the deadline of 01 November 2028. Manufacturers are required to submit complete test reports from BIS-recognized laboratories demonstrating compliance with the new standard for all lead models covered under their licenses. These reports must be submitted through the Standard Revision, Amendment, or Essential Requirement provisions available in the BIS portal.
Additionally, manufacturers must provide an undertaking confirming that all series models under the license also comply with IS/IEC 62368-1:2023. Failure to complete the migration process within the specified timeline may result in cancellation of licenses or deletion of models from the license scope.
Additional Compliance Requirements
For certain products, migration to IS/IEC 62368-1:2023 may affect compliance with other applicable standards and essential requirements. These include:
- IS 18112:2025 for televisions
- IS 16333 (Part 3):2022 for mobile phones
- Essential Security Requirements for IP-based CCTV cameras
If the migration impacts compliance with these requirements, manufacturers must submit additional test reports demonstrating continued conformity. If there is no impact, a signed declaration confirming the same must be submitted to BIS.
Guidelines for New Applicants
New applicants seeking BIS CRS registration have two options during the transition period. Applications with testing already completed under IS 13252 (Part 1):2010 or IS 616:2017 may continue under the existing standards. New applications may also be filed directly under IS/IEC 62368-1:2023.
However, applicants choosing the old standards must submit a declaration confirming that they will migrate to IS/IEC 62368-1:2023 before the deadline. After 01 November 2028, no new license will be granted under IS 13252 (Part 1):2010 or IS 616:2017.
Change in Scope of License
For manufacturers seeking additions or modifications to their existing BIS licenses, the same migration provisions applicable to new applicants will apply. Requests under the old standards will only be accepted until the manufacturer migrates to IS/IEC 62368-1:2023 or until the end of the concurrent running period, whichever occurs earlier.
Conclusion
The introduction of IS/IEC 62368-1:2023 represents a major modernization of safety requirements for electronic and ICT products under the BIS CRS scheme. Manufacturers, importers, and brand owners should begin planning their migration strategy well before the 01 November 2028 deadline to avoid disruptions in certification and market access. Early compliance will help businesses maintain uninterrupted registrations, reduce regulatory risks, and ensure continued access to the Indian market while meeting globally aligned safety standards.
